Good afternoon. As long as we talk about a wall with this kind of stucco , it is ok to remove it. You can use in some places a small hammer , in other some cutting tools with hand protection. But , this will not guaranty that you will obtain a nice and estetic results. And besides , you may also need to protect that wall. When you will remove the stucco , you may need to paint or cover again . What i suggest is to try to cover with stucco. 5 lt box of knauff primer cost 22 euro. 25 kg of knauff mp75 , cost at hornbach 13 euro , at gamma 17 euro. if you will pass with a thin layer of stucco the results may be casual , and well intented to be like so. I have no clue about how many meter squared we talk so i give the price for 12-16 m2 .
